Iowa Alcoholic Beverages Commission

The Iowa Alcoholic Beverages Commission serves in an advisory capacity to the director of the Department of Revenue. The commission may provide advice and make recommendations regarding the actions of the director under Iowa Code chapter 123.

The commission is required by law to meet by July 1 of each year to choose a chairperson for the succeeding year. The commission then meets at the call of the chairperson or director, or when any three members file a written request for a meeting.

The Commission is created under Iowa Code 123.5 and is comprised of five members appointed by the governor subject to confirmation by the senate. Commissioners are appointed for 5-year staggered terms and are chosen on the basis of managerial ability and experience as business executives. Commissioners are eligible for one 5-year reappointment.

Andrea Chase - Chairperson

Andrea Chase was appointed by Governor Kim Reynolds to the Iowa Alcoholic Beverages Commission and began her first term on May 1, 2023. Commissioner Chase is the Vice President of Category Management for Fareway Stores, Inc. Her previous experience includes a 20-year career with Associated Wholesale Grocers (AWG). She is a board member of the Iowa Grocery Industry Association. She resides in Clive with her husband, Bryan, and two daughters. Commissioner Chase's current term will expire on April 30, 2028.

Sara Winkleman - Vice Chair

Sara Winkleman was appointed by Governor Kim Reynolds to the Iowa Alcoholic Beverages Commission and began her first term on May 1, 2022. Commissioner Winkleman is the founder and owner of S & B Farms Distillery in Bancroft, IA. She was named 2019 Woman Entrepreneur of the Year by America’s Small Business Development Center - Iowa. She is also involved with veteran causes and her own nonprofit, Beyond the Still. She resides in Bancroft with her husband, Brian, and two children. Commissioner Winkleman's current term will expire on April 30, 2027.

Kevin Kimle - Secretary

Kevin Kimle was nominated by Governor Kim Reynolds to the Alcoholic Beverages Commission, and his term began May 1, 2024. He currently serves as the Rastetter Chair of Agricultural Entrepreneurship at Iowa State University, Director of the Start Something Agriculture program, and Teaching Professor in the Department of Economics. His work includes development and delivery of entrepreneurship curriculum and programs in the College of Agriculture and Life Sciences, outreach programs to aspiring entrepreneurs and agribusiness executives, and research on entrepreneurship and innovation. Commissioner Kimle's term will expire on April 30, 2029.

Timothy Fevold - Member

Timothy Fevold was appointed by Governor Kim Reynolds to the Iowa Alcoholic Beverages Commission and began his first term on May 1, 2025. Tim served as an Accredited Farm Manager with Hertz Farm Management, a position he held since 1982. He is an active member and past President of the American Society of Farm Managers and Rural Appraisers (ASFMRA). Tim is also an active participant in community organizations, belonging to, and serving as past president of, the Rotary Club of Nevada, Nevada Chamber of Commerce, and Leadership Nevada. He is also past chairman of the Story County Planning and Zoning Commission. Commissioner Tim’s term will expire on April 30, 2030.
