The Commission is created under Iowa Code 123.5 and is comprised of five members appointed by the governor subject to confirmation by the senate. Commissioners are appointed for 5-year staggered terms and are chosen on the basis of managerial ability and experience as business executives. Commissioners are eligible for one 5-year reappointment.
John Pauli - Chairperson
John Pauli was appointed by former Governor Terry E. Branstad to the Iowa Alcoholic Beverages Commission and began his first term on May 1, 2016. Commissioner Pauli is an engineer with Pella Windows Corporation in Carroll. He is a graduate of the University of Wisconsin, Platteville (Industrial Engineering) and Drake University (MBA). He is a past member and Chairman of the Carroll County Conservation Board and has served in a number of volunteer positions in the community, including serving as the coach for the local trap shooting team. Commissioner Pauli's current term will expire on April 30, 2026.
Sara Winkleman - Vice Chair
Sara Winkleman was appointed by Governor Kim Reynolds to the Iowa Alcoholic Beverages Commission and began her first term on May 1, 2022. Commissioner Winkleman is the founder and owner of S & B Farms Distillery in Bancroft, IA. She was named 2019 Woman Entrepreneur of the Year by Americaβs Small Business Development Center - Iowa. She is also involved with veteran causes and her own nonprofit, Beyond the Still. She resides in Bancroft with her husband, Brian, and two children. Commissioner Winkleman's current term will expire on April 30, 2027.
Andrea Chase - Secretary
Andrea Chase was appointed by Governor Kim Reynolds to the Iowa Alcoholic Beverages Commission and began her first term on May 1, 2023. Commissioner Chase is the Vice President of Category Management for Fareway Stores, Inc. Her previous experience includes a 20-year career with Associated Wholesale Grocers (AWG). She is a board member of the Iowa Grocery Industry Association. She resides in Clive with her husband, Bryan, and two daughters. Commissioner Chase's current term will expire on April 30, 2028.
Rachel Eubank - Member
Rachel Eubank was appointed by former Governor Terry E. Branstad to the Iowa Alcoholic Beverages Commission and began her first term on May 1, 2015. Currently the president of Sticks, Inc., Commissioner Eubank has served as a volunteer with many organizations, including Chrysalis, the I Have a Dream Foundation, the Des Moines Art Center, and the 20/30 Society. She is a graduate of the University of Iowa and the University Lueneburg in Germany. She is a native of Des Moines and currently resides there with her husband and three young children. Commissioner Eubank's current term will expire on April 30, 2025.
Kevin Kimle - Member
Kevin Kimle was nominated by Governor Kim Reynolds to the Alcoholic Beverages Commission, and his term began May 1, 2024. He currently serves as the Rastetter Chair of Agricultural Entrepreneurship at Iowa State University, Director of the Start Something Agriculture program, and Teaching Professor in the Department of Economics. His work includes development and delivery of entrepreneurship curriculum and programs in the College of Agriculture and Life Sciences, outreach programs to aspiring entrepreneurs and agribusiness executives, and research on entrepreneurship and innovation. Commissioner Kimle's term will expire on April 30, 2029.
