Are you responsible for assessor appointments but unsure of the legal steps required for reappointment? This course provides a clear, authoritative guide to the statutory procedures, documentation, and compliance requirements for Iowa conference boards.
You will learn the precise timelines, required communications, disqualifying circumstances, and the role of the Director of the Iowa Department of Revenue in the process. Through structured lessons, you will gain the knowledge and confidence to ensure your board’s assessor reappointments are timely, compliant, and fully documented.

On-Demand Course
This course, developed by the Department's legal and policy teams, teaches local assessors the basics of Iowa laws as they apply to the role of the assessor. The course is refreshed every year to take into account legislative changes from the annual session. Course availability will depend on the available updates.
This 10-part course includes an introduction to researching and applying Iowa statutes and administrative rules, as well as basic information regarding the classification and valuation of real property in Iowa for property tax purposes, the powers and duties of the Director of the Department of Revenue, duties of the assessor, credits, exemptions, assessment limitations, equalization, transfer tax, and more.
This course counts toward the preliminary education requirements to take the assessor examination under Iowa Administrative Code rule 701—103.3(2).
On-Demand Course
Are you responsible for determining the assessment status of utility property in Iowa? This course provides a clear, practical framework for distinguishing between Subject to Utility Replacement Tax (URT) and locally assessed property under Iowa Code chapter 437A. You will learn to define key statutory terms, differentiate property types, apply case-by-case analysis for land classification, and identify relevant exemptions and exceptions.

This course will help to answer the question: What is a Declaration of Value? We refer to this concept as a DOV. So, what will you learn in this course? We intend to help you find the answer to the following:

Listing and pricing residential property correctly using the Iowa Real Property Appraisal Manual is very important to any office database. This course will walk you through start to finish in gathering and collecting the pertinent data needed for a residential property and how to price it. What will be covered:
Proper use of the Iowa Real Property Appraisal Manual
Inspecting, listing, and measuring a residential house in the field
Filling out residential property record cards
Pricing residential houses in CAMAvision
Grading residential properties
Conditioning residential properties
