Alternatively, a wine-based slushy drink may be manufactured under a native winery’s class “A” wine permit (WAN). These must be packaged in a sealed container on the licensed premises and must follow all applicable federal labeling and COLA requirements. Products manufactured and packaged in this manner are considered to be in original unopened containers. They can be sold at wholesale to retail alcohol license holders, or at retail when sold on the WAN-licensed premises for off-premises consumption.

A native brewery that also holds a class “C” retail alcohol license (LC) or special class “C” retail alcohol license (BW) may use beer to make and sell premixed beer-based slushy drinks as described in this guidance.
Alternatively, a beer-based slushy drink may be manufactured under a native brewery’s class “A” beer permit (BAN). These must be packaged in a sealed container on the licensed premises and must follow all applicable federal labeling and COLA requirements. Products manufactured and packaged in this manner are considered to be in original unopened containers and can be sold at wholesale pursuant to Iowa Code chapter 123.
